Air Permitting for Sludge Processing Facility

DESCRIPTION:

Tech Environmental provided extensive air quality engineering and permitting services for the expansion and modification of the Massachusetts Water Resources Authority's (MWRA) Fore River sludge processing and pelletizing facility. Tech performed air toxic and criteria pollutant emissions estimates, best available control technology assessments and evaluation with recommendation of pollution control equipment, and extensive odor and air quality impact assessments.

One notable aspect of this project involved a deeply detailed analysis of test data by Tech that correlated operating parameters to air toxics emissions. This analysis allowed the facility to operate the dryer train in a manner that would minimize emissions.

Tech Environmental performed complete air permitting services, including numerous scoping, negotiating, and progress meetings with the Massachusetts DEP. Tech Environmental also conducted air toxics and odor sampling programs and made modeling assessments to determine odor impacts and air toxics compliance with Massachusetts AALs. Finally, Tech provided assistance with ongoing permit compliance, operating flexibility issues, and Title V operating permit assistance.
