T.L. Edwards Toxics Use Reduction Reporting and Stormwater Compliance

Toxics Use Reduction Act (TURA) Reporting & Stormwater Compliance

DESCRIPTION:

T.L. Edwards operates four facilities in Massachusetts, in Plymouth (asphalt and recycled material crushing plant), Avon (asphalt batch plant) and Stoughton. Tech reviewed the Toxics Use Reduction (TUR) Plan for Avon and assisted in updating the Plan. Tech calculated the Toxics Use Reduction Act (TURA) emissions based on the updated Plan and current facility usage data. Tech set up the MassDEP TURA report online in eDEP for submittal on-line in advance of the July 1st deadline. Tech also prepared the Toxic Release Inventory (TRI) forms to comply with EPA's Emergency Planning and Community Right-to-Know Act, Section 313 reporting. Tech assisted with accessing the EPA system for on-line submittal of the forms.

Tech reviewed the Tier II hazardous waste generation and reporting requirements to assess facility regulatory applicability. Tech staff conducted site inspections to review the Tier II Hazardous Materials compliance. Tech prepared the EPA Tier II Hazardous Materials Report before the March 1st deadline.

Tech completed detailed site tours and permit file audits to catalogue all facility compliance records and provide T.L. Edwards with site-specific Permit & Compliance binders with inspection and record-keeping checklists. The major program records included: air quality, industrial wastewater, water withdrawal, stormwater, AST/UST, waste oil recycling, Tier II, employee training requirements and O&M Plans.

Tech also assisted with a variety of tasks related to Stormwater compliance, including a review of the Stormwater permitting and an update of permits to reflect current standards. Tech staff assisted with developing required Stormwater management plans (SWPPP), sampling schedules and regulatory reports. Tech will also establish the EPA electronic reporting process required under the 2015 MSGP program. Tech reviewed and updated the Spill Prevention, Control and Countermeasures Plan (SPCC) plans.

The storage tank records were reviewed for all ASTs and USTs, including a review of current registration status, system maintenance and record-keeping. Tech confirmed that the periodic testing/inspection and certification by a qualified third-party inspector had been conducted and that the records were properly filed according to future annual/tri-annual testing schedules.

Pollution Control Facility

Odor Assessment

DESCRIPTION:

Tech Environmental completed an odor assessment of existing and future upgrade needs at a water pollution control facility in Southington, CT.

For years, sludge had been co-mingled and this practice added to elevated odor from certain processes. In the last decade, the town expanded athletic fields to within a­ hundred feet of the primary clarifiers. Over that time frame the facility had received some odor complaints. Recently, the facility began a project to separate sludge storage. It was clear that this was going to improve the odor situation, but was it enough?

Tech was tasked with evaluating the facility's odor potential after the upgrade. Normally, Tech would collect odor samples from a facility to determine odor potential, but given that the plant was undergoing upgrades that data would not represent the future conditions. Instead, Tech used historical data collected from multiple treatment plants with like processes. This data was considered more representative of future conditions. Tech was selected for this job because of our extensive experience and database of odor samples from many facilities.

Tech identified the greatest sources of odor that will not be mitigated by the upgrade and explained which sources are in greater need for mitigation if odor complaints persist. In addition, suggestions on future odor control processes were made for the sources of greatest concern.

Moretown Landfill Annual Emission Reporting

DESCRIPTION:

Previously, the landfill staff had been using generic factors to calculate the annual landfill gas emissions. After Tech had sampled the gas, scanned the surface and evaluated the landfill gas to energy plant, Tech provided annual emission reporting that better matched the actual potential emissions and therefore was able to provide a more accurate assessment of emissions and reduce the reporting fee in the process.

Tech Environmental performed a comprehensive review of existing permits and previous regulatory filings and prepared a compliance calendar with facility reporting and recordkeeping deadlines. This included dates when source registrations (SR), greenhouse gas (GHG) reports, annual restricted emissions status (RES) emissions inventories, recycling processing reports, Tier II hazardous waste reports and NPDES stormwater testing were required.

Tech has assisted the facilities with environmental reporting which included the preparation of annual/triennial SR emission reports and annual RES reports for the Massachusetts Department of Environmental Protection (MassDEP).

Tech also assists with the preparation and submittal of Massachusetts Greenhouse Gas (GHG) to the MassDEP via The Climate Registry's (TCR) on-line software. GHG emissions reported included those from HMA production including heaters, on-road vehicles associated with the facility, and fugitive emissions from refrigeration and asphalt storage. The submittals were accepted by the MassDEP.

Aggregate Industries - Quarry Dust Monitoring Study

DESCRIPTION:

Aggregate Industries retained Tech Environmental (Tech) to complete a 14-day dust monitoring study at the Aggregate Industries (AI) quarry. The purpose of this study was to determine if particulate matter emissions generated by the quarry operations were causing elevated dust levels at a residence one half mile away.

Concurrent measurements of airborne fine particulate matter, less than 2.5 micrometers (PM2.5), were collected in the back yard at the residence and near the southeastern property line of the AI quarry for 14 days. During that same time period, meteorological conditions (i.e. wind speed and direction) were collected with a 10-meter-high weather station also deployed near the southeastern property line of the facility.

The results of this study revealed that PM2.5 levels at the southeastern property line of the AI quarry, which included a rock blasting event, were generally three times lower than at the residence. In addition, PM2.5 levels at the residence were generally inversely correlated to wind speed, and those levels were highest when winds were calm or were out of the west-southwest and not when the wind direction was from the quarry (i.e. northwesterly). Consequently, these findings did not support the theory that AI's quarry operations were a significant source of airborne PM2.5 concentrations at the residence. Tech did note that PM2.5 levels at the residence were elevated and were likely due to other nearby sources of PM2.5, such as the MBTA commuter rail, local roadway traffic and adjacent property clearing.
