Food Waste to Animal Feed Dehydrator

SERVICE:

Recycling, Composting or Conversion Operating Permit

DESCRIPTION:

Tech Environmental assisted a Massachusetts facility acquire a Recycling, Composting or Conversion (RCC) operating permit from the MassDEP to allow for the acceptance of unwanted food wastes and the creation of a dehydrated animal feed product.

A MassDEP ban on commercial food waste, implemented in late 2014, diverts food waste from disposal in Massachusetts, and this project was a means to recycle that waste stream in a beneficial manner. Tech Environmental guided the proponent through every step of the permit application process for this unique facility including complex negotiations and communications with MassDEP, the Massachusetts Department of Agriculture Resources, US Food and Drug Administration, and the US Department of Agriculture. Negotiations included outlining reasonable and obtainable future air quality, odor and noise permitting requirements.

Throughout the process Tech Environmental worked with the dehydrator equipment manufacturer to develop training and inspection programs for the facility that would be acceptable to MassDEP. The detailed permit application was accepted by MassDEP and will be the basis for permitting of future similar projects in Massachusetts and beyond.
