Air Quality and Noise Analyses for Article 80 Expanded PNF

DESCRIPTION:

As part of the Parsons Crossing Project, air quality and noise analyses were performed to satisfy the BRA Article 80 Expanded PNF. Tech used their extensive knowledge in BRA requirements to evaluate the existing air quality and the potential for carbon monoxide (CO) impacts. Tech used appropriate modeling software to conduct a conservative analysis to determine CO emission rate, and was able to conclude that there would not be adverse air quality impacts from the operation of the Project's proposed parking garage. Tech also performed a microscale analysis to examine CO concentrations at receptors near any intersection in the Project Study area. The study showed that the traffic generated by the Project will have an insignificant impact on local intersections and the Project will remain safely in compliance with NAAQS for CO.

For the noise impact analysis, Tech measured existing baseline levels during the quietest overnight period when activity was at a minimum and when the mechanical equipment located on the rooftop could be operating. Using these measurements, Tech used a 3-D model to calculate project generated sound propagation and attenuation. Tech calculated the predicted sound level impacts at the closest receptors, concluding that the sound level impacts at all nearby locations would fully comply with the most stringent City of Boston and DEP daytime and nighttime sound levels.
