DESCRIPTION:
The proposed Crossroads at 24 commercial development will be located in Fall River, Massachusetts. The former Quaker Fabric mills will be demolished to make way for three distinct retail/commercial buildings, including a home improvement store and garden center, retail or office building and a small bank or restaurant. Tech Environmental was retained by Quequechan Development, LLC to complete a greenhouse gas (GHG) emissions analysis as part of an Environmental Impact Report (EIR).
Tech used the eQUEST energy design software (version 3.63) to quantify emissions for (1) the Base Case corresponding to the IECC 2006 with the 2007 Supplement, and (2) the Mitigation Alternative, which includes all energy saving measures, and represents the preferred design. CO2 emissions produced by project motor vehicle trips were analyzed using the U.S. EPA MOBILE6.2 emissions factor model.
The Mitigation Alternative with home improvement store and garden center included mitigation measures that will reduce the Project's direct and indirect stationary source energy-related emissions of CO2 by approximately 12% compared to the Base Case. The Mitigation Alternative for the project, assuming the alternative retail and food market use instead of the home improvement store, reduces the project's total direct and indirect stationary source energy-related emissions of CO2 by 17.1% compared to the Base Case.
Mitigation measures for transportation emissions include a number of transportation demand management (TDM) strategies and roadway improvements to reduce vehicle trips for the Project. These measures would improve traffic operations, and would reduce Project-related vehicle trips and CO2 emissions by about 2%.
Overall, mitigation measures in the Additional Mitigation Alternative with home improvement store and garden center are expected to reduce the Project's total CO2 emissions by approximately 10% compared to the base case, and mitigation measures in the Additional Mitigation Alternative with alternative retail and food market use are expected to reduce the Project's total CO2 emissions by approximately 15% compared to the base case.
