DESCRIPTION:

Ecogen, LLC proposes to construct 34 wind turbine units for the purpose of generating up to 78 megawatts of electricity in the Town of Prattsburgh, Steuben County and the Town of Italy, Yates County, New York. A Generic Environmental Impact Statement was completed for the Steuben County Industrial Development Agency (SCIDA). Tech Environmental prepared an acoustic study for SCIDA to assess the potential noise impact on sensitive receptors (neighboring non-participating residences).

Existing sound levels were measured on the site and in nearby residential areas during the winter season. Acoustic modeling was done for design wind operating conditions of the 2.3-MW wind turbines using an acoustic model that implements International Standard ISO 9613-2. The modeling results assisted Ecogen in the permitting process, and allowed Ecogen to successfully address local noise concerns. The acoustic modeling results are consistent with the GEIS Findings Statement that the project is in the quiet to very quiet range, as defined by the New York State Department of Environmental Conservation. Tech provided expert testimony and answered questions from the public regarding the wind energy project at a public meeting in May 2009.
