DESCRIPTION:

Casella Waste Systems operates the Southbridge Landfill on behalf of the town of Southbridge, Massachusetts. The landfill applied for a site assignment minor modification to switch the ratio of inlet waste to potentially accept more municipal solid waste (MSW) and less construction and demolition (C&D) waste. As part of the process expert evaluations of air quality, odor, noise, and dust were needed.

Tech Environmental assisted Casella with the site assignment process by testifying as an air quality and odor expert at the quasi-judicial hearings. To adequately testify Tech Environmental had to review existing air quality documents; prepare an air permitting overview; completing a major air emission estimation, dispersion modeling, and risk comparison study; and to develop and perform an independent landfill cover and capture efficiency assessment of the landfill cover system. In addition, Tech performed extensive industry-wide research regarding potential landfill gas capture efficiencies to better qualify the landfill's emissions. On June 4, 2008 the Southbridge Board of Health voted to grant Casella the site assignment minor modification.
