Noise Analysis of a Power Facility Replacement

DESCRIPTION:

Rochester Gas and Electric Corporation (RG&E) is a subsidiary of Energy East Corporation, and provides electricity and natural gas energy and related services to approximately 650,000 residents and businesses in a nine-county region centered on the City of Rochester in Upstate New York. RG&E operates Russell Station in Greece, New York, one of the last two coal-fired power plants remaining in Rochester.  Russell Station is scheduled to be shut down and be replaced by a new 300 MW natural gas fired combined cycle power plant address reliability issues.

Tech Environmental performed a noise assessment of the proposed replacement to establish existing sound levels, acoustically model future conditions with the new facility in operation, and compare the operational sounds to the limits for residential areas and other land uses, to determine compliance with NYS DEC regulations and the Town of Greece Noise Ordinance.  Tech proposed noise mitigation elements for the new plant design.  The acoustic modeling was conducted using a sophisticated 3-D acoustic model, and the results showed that with mitigation design the expected sound levels for the proposed plant  would fully comply with  the NYS DEC requirements.
