Gowanus Generating Station Expansion

SERVICE:

Generating Station Noise Impact Study

DESCRIPTION:

The Astoria Generating Company, L.P., a US Power Gen company, proposed to add a GE LMS 100 Gas Turbine Generator to the existing Gowanus Generating Station in Brooklyn, New York. The project was known as the South Pier Improvement Project, and the proposed site consists of an earthen pier on the waterfront of Brooklyn, New York. US PowerGen was interested in the potential noise impacts of the project to assist in deciding between two or three new units for the Station and for future permitting implications.

Tech Environmental conducted a noise impact study for the proposed project which established ambient sound levels, acoustically modeled future conditions using a sophisticated 3-D acoustic model based on ISO Standards, and compared the project's operational sounds to the limits for NYS DEC City of New York Noise Ordinances, and the City Environmental Quality Review (CEQR) Technical.

The study revealed that with noise mitigation measured suggested by Tech, maximum sound levels from the project would comply with all regulatory noise limits and guidelines established by New York State and New York City.

Key Points

  • A gas turbine power company was concerned about the potential noise from an expanded facility.
  • Tech recommended noise mitigation before the design was completed; therefore, the company was able to maximize the expansion without significant or adverse noise impacts.
