Redevelopment Air Quality Analysis

DESCRIPTION:

A proposed retail project, consisting of approximately 138,000 square-feet of retail space, was planned off of northbound Route 1 in Saugus, Massachusetts. A mesoscale air quality analyses of the proposed project was required to satisfy MEPA's air quality requirements.

Tech Environmental completed a mesoscale air quality analysis for the proposed development using the U.S. Environmental Protection Agency (EPA) MOBILE6.2 Mobile Source Emission Factor Model following a protocol that was presented to the Massachusetts Department of Environmental Protection (DEP). The analysis predicted that the emissions of VOC and NOx in the project study area for the Future No-Build and Build cases would be smaller than the existing emissions and that the emissions for the Future Build case would be larger than the emissions for the Future No-Build case.

Armed with these results, the project proponent developed a strategy to mitigate the project's potential air quality impacts by incorporating a number of transportation demand management (TDM) alternatives for the project. These measures are included to improve traffic operations, reduce project generated vehicle trips, and reduce project-related motor vehicle air pollutant emissions.
