DESCRIPTION:

A 284 MMBtu/hour wood-fired power plant was proposed for a site along the Connecticut River in East Ryegate, Vermont. The project started with preliminary discussions with the Agency of Environmental Conservation (the precursor of the Agency for Natural Resources), an emission inventory of the proposed processes, and screening-level air dispersion modeling for the plant was performed.

The key permitting issues for this facility were identified as control technology for particulate matter, specification of equipment vendors, obtaining offsets for VOC emissions, SO2 impacts of the adjacent CPM, Inc. paper mill, and ambient monitoring data. An air pollution permit application was prepared, expert testimony was given in public hearings and the State of Vermont has issued the permit.
