DESCRIPTION:
Tech Environmental used a combination of air sampling, liquid sampling, fate modeling, dispersion modeling, and emission estimating to provide comprehensive assistance to Toray Plastics, Inc. The facility produces polyethylene terephthalate (PET) resin and converts it into film, and also produces polypropylene film.
Tech Environmental employed a fate model to estimate air emissions on a facility-wide basis for general air permitting requirements, including those from fugitive sources--WATER8, BASTE, and TOXCHEM fate models for wastewater, air toxics and VOCs were used. It was important to adjust the fate model default parameters to reflect actual process conditions for the plastics industry. Tech Environmental used dire measurements from batch processes with variable airflow and from open wastewater sources. Tech used this data to develop specifications for air pollution control equipment. Direct measurement was necessary to provide proper data. In order to comply with a fence-line concentration limit, dispersion modeling was used to provide Toray with guidance with respect to stack heights.
Tech Environmental completed the majority of the facility's Title V permit application and drafted the facility's Title V permit. Tech also provided assistance with respect to EPA regulations, such as the Toxics Use Reduction Act (TURA), and guidance concerning the installation of new sources, developed an emissions record-keeping spreadsheet for tracking emissions from multiple source types as a function of facility throughput, and provided compliance assistance with respect to Section 112(r) requirements, ozone-depleting substances, and Persistent Bioaccumulative and Toxic (PBT) chemical emissions estimation.
